Issue description
When editing admin permissions (either role on specific user) it is possible to click an empty header of the second (3rd etc) permission section (a section shows one or more permissions grouped together). There is no control there but it behaves as if the top header with Allow/Inherit/Deny label was selected. As the result all permissions in the current and following sections are selected. It's hard to imagine why would anyone want to select "all permissions starting with this group".
Steps to replicate
Navigate to "Edit role" or "Edit administrator" and try clicking right above the first radio/checkbox in a permission group.
