[Enhancement] Add "Test configuration" button to backend mail settings page

We should add a "Test configuration" button to the backend mail settings page that will save the current settings and then send a test email to the current user's email address so that they can verify that the email settings they've provided are working correctly.

I was thinking directly on the Mail Settings page itself, right after the configuration details are entered.
