add 0-4-3.mdx upgrade guide with bug fixes and improvements

• Fixed Dashboard API's user notification endpoint to prevent unauthorized users from altering other users' notifications.

Documentation updates:

• Removed the "NEW" badge from the v0.4.2 upgrade guide in src/content/docs/en/guides/upgrade/version-guides/0-4-2.mdx to reflect its status as no longer the latest version.
