Rational for WMDR2.0

Use cases or user feedback stating that stuff cannot be done or only with great difficulty using WMDR1.0:

  • https://github.com/wmo-im/wmdr/issues/39
    • WMDR1.0 only supports one schedule, which leads to confusion and does not permit to distinguish between schedle of observation, schedule for national reporting and schedule or international reporting
  • Nilu/EBAS use cases
