Enable Dynamic Visualisation of Vector Files

Description:
We need to support dynamic visualization of vector files (e.g., GeoJSON, shapefiles) to allow interactive exploration within the GeoManager web interface. Currently, vector data is either static or not rendered with sufficient flexibility for real-time user interaction.

Why it matters:
Many NMHSs and users rely on vector-based layers for critical products like warning polygons, administrative boundaries, and climate zones. Dynamic rendering would enhance their ability to communicate spatial information effectively.

Suggested Features:

On-the-fly rendering of uploaded vector files.

Support for toggling styles and symbology dynamically.

Hover/click interactivity to inspect feature attributes.

Optional filtering or layer styling via UI controls.
