Basemaps Update Part 1

This is the start the update for the basemaps, which includes the following items:

1. Moved PNGs to a directory called Assets
2. Added header picture for WoC
3. Added an overview to the tutorial for our platform
4. Update the License file to include recent years
5. Reorganized resources into two sections: Important Links and Additional Resources
6. Updated the Discord link (merge conflict, but the one in this PR should be good to go)
7. Reorganized access request process (create public key, access to GH and BB, and request form) into a Before You Start section
8. Removed the Estimate the impact of your code broken link pointing to https://da2.eecs.utk.edu under the What WoC Contains section - not sure if there is anything that we can replace with.
9. Renumbered activities, as there was one activity with no number that messed up the count
10. Reworked most of the activities (up to Activity 6) with new basemaps, leaving old ones that are functional when applicable. I will continue working through the remainder of the S activities to ensure everything is updated.
11. Made sure most of the outputs are manageable so that we can continue with regression testing improvements
12. Fixed broken commands and typos (again, up to activity 6)

There will be another PR soon to include the remainder of the Tutorial, but having our users have working instructions for most of the activities would be good.
