TPM pin must be floating only if target is controlling it (TPM tests).
In all other tests, the TPM CS must be controlled by the bench and set to 1.
This patch enforces TPM_CS=1 on testbed on/off, and provide tpm-mute/unmute targets used during non-regression tests with TPM controlled by the target.
