Include Node version 21 Support

Purpose

This branch supports Node version 21 (released on 17 Oct 2023). The HTTP Client supports node version 18x and higher.

Note
Node version 21 active support ends on 01 Apr 2024 and security support ends on 01 Jun 2024. The Pull Request GitHub Actions will need to be updated to replace Node version 21 with 22.
