Steps:

1. Launch the empty editor
2. Toggle H1
3. Enter a new line. Hit return
4. Enter some text

60% of the time: the new text (Second line) will be in H1 style. Roughly 40% of the time, the new line will be in Paragraph style, which is what we actually expect!.
