Block comments: Add a "privacy" info text

What problem does this address?

Block comments are internal only and never front-end facing. To make this more clear, I think we should add a info text / privacy note, so editors understand who can see their comments.

What is your proposed solution?

A info text, maybe with a shield or eye icon in front, to make clear who can see the comments. Quick mockup:

Hi @hanneslsm , I think this is a great idea for improving clarity. The proposed solution with a shield icon and the info text "Only logged in users can see editorial comments" looks perfect.

I would be happy to work on implementing this. Could you please assign this issue to me?

I'd also like to get other feedback if the copy and design is fine but I think you can also start already and we iterate the PR then. The copy will surely be changed once the final name for the feature is decided on, but maybe this privacy note helps with the decision. #72014
