EmailOTP `disableOTPResendOnFailure` not honored in IS-KM 5.10.0

Description

The following config is not honored in IS-KM 5.10.0

[authentication.authenticator.email_otp.parameters]
disableOTPResendOnFailure = true

Steps to Reproduce

1. Configure Email OTP with the above config.
2. Configure an SP with Email OTP in the authentication flow.
3. Enter an expired OTP during the Email OTP step.

This issue has already been resolved in the master branch [1], so we are closing the issue. However, the latest product version uses the local email authenticator [2], which does not support this configuration. Therefore, we will not be addressing this issue in the local email authenticator.
