Whats review-exemption flag?

In wxt-submit there's this flag:

--chrome-review-exemption

It seems equivalent to in skipReview in the api.

I want to ask:

Is it on by default?

Will webstore fallback to normal review if not exempted?

Will publish-browser-extension fallback to normal review if api returns error?
