chore: Upgrade bun to 1.3.13

Overview

We've been seeing intermittent errors on windows installs during CI. Bun 1.3.13 contains changes to the isolated linker install, which we use. Hopefully it resolves this issue.

Manual Testing

Gonna retry the windows test checks multiple times.

I can confirm tsdown is in the packages/storage/package.json file, so it should be installed in it's .bin directory and be found.
