Aether cloud layer graphical bug #669

Describe the bug
When using the Vulkan Mod along with the Aether mod and being in the Aether dimension the cloud layer that exists near the bottom of the dimension renders incorrectly. It should appear as separate sections of clouds like in the overworld.
