[Bug] DASH video plays not in best quality

Describe the problem

I got adaptive DASH video example:

On my Sony KD-55XF9005 UHD display this video example plays fine(in 3840x2160 resolution) in VLC and many other players but not in KODI through inputstream.adaptive plugin. In KODI it starts in lowest quality and only after ~30seconds its automatically switch to 1920x1080 and didn't switch to 3840x2160 until video ending. Please fix.

Possible fix

always starts playing in maximum possible resolution by display and switch to lower only if network speed not enough

Steps to reproduce

1. starts to play video: https://dash.akamaized.net/akamai/bbb_30fps/bbb_30fps.mpd
2. wait 30seconds and you will see the issue

You must provide what the template requires

Often are Android tv devices that provide a limited GUI resolution of 1080p rather than 4K
this prevents Kodi from switching to 4K and also prevents this add-on from going beyond that
sure without logs idk

if this is the case, the only workaroud is enable ISA expert setting Ignore screen resolution
this should allow 4K, but it will be a doubly rescaled 4K due to system limitations
