Don't allow TODO comments

• Work is tracked in an issue tracker and not in the code.
• Also: Why are you committing broken code?

TODO comments are completely unacceptable outside of internal PR commits they should work like: // TODO Needs to be fixed before merging.
A final PR should never contain them.

We have to deal with this too many times - for example we have certain projects with thousands of TODO comment that nobody cares about - so let's prevent this from happening once and for all.
