Change how IReport works #96
Description
The IReport implementation used currently is not quite appropriate. It may even need to be partially a dummy. It reports every time a cryptographic exception occurs when attempting to decrypt a wrapped key with a private key for example. That should not be logged. Check for example NetPrivateKey.cs where CryptographicException is caught and reported.
