Code Review

This is a routine dependency update from Scala Steward, bumping the sbt and scripted-plugin versions from 1.11.3 to 1.11.4. As this is a patch release, it should primarily contain bug fixes and be safe to merge. The change is confined to the project/build.properties file and appears correct.
