Enable mTLS + RBAC for security

Motivation

Currently, the Flame only support TLS for security connection which is not enough for authenication. In the RFE, we'd like to introduce mTLS based RBAC for security enhancement.

Function Specification

1. introduce user/role in Flame
2. introduce workspace in Flame for security control
3. leverage mTLS to identify the user
4. introduce RBAC in Flame
