Deprecate LONG_MIN / LONG_MAX

Scope of Change

The constants LONG_MIN and LONG_MAX (defined in lang.base.php) will be deprecated.

Rationale

First of all, PHP_INT_MAX exists since PHP 4.4.0 and PHP 5.0.5; in (very) early framework versions this could not be relied upon. Second, this is so commly used.

Functionality

The constants will be removed.
