Improved Raft over XMPP ProtoXEP

This PR addresses a couple of issues highlighted by the Council:

• Ideally XEP shouldn't use Camel Case
• Added a section on the justification for using rather than stanzas

+1 for providing a rationale using messages instead of IQ. But it should be "request-response", instead of "request/response".
