DGSEM multipatch execution remains intentionally unsupported, but diagnostics need more deterministic compatibility detail than a single generic unsupported code. This proposal scopes a diagnostics-only phase to classify multipatch orientation and per-interface control semantics without introducing DG execution support. Adds OpenSpec proposal/design/tasks/spec artifacts, a new active execution plan, and tracking doc updates. Validated with: openspec validate formdsl-dgsem-multipatch-compatibility-semantics --strict and make dev.
