Description
Upgrades to Spring Boot 4. This includes changes to upgrade other dependencies Jackson, Hibernate, Jersey and Quarkus.
Some dependencies such as Swagger, Calcite and Quarkus still use Jackson 2.
Motivation and Context
Spring Boot 3's OSS support will be ending on June 2026.
How Has This Been Tested?
Unit and integration tests continue to pass. Some manual testing was also performed using the example Spring Boot application.
