The dimension values collection resource isn't consistent with names #277
Description
The name of the array in the representation is "rows", but the name of the collection in the URL is "values".
We should pick one and use it in both places, and "values" is probably better, since it is more aligned to the domain language of dimensions.
There is a general guideline to have the name of the collection in a collection response be the plural form of the name of the resource that's being returned. So, if the resource here is a collection of "Dimension Value" resources, then it makes sense to have the collection name be "dimensionValues"
