Only manual healthcheck for ydb_ru #1936
Description
If cluster name is ydb_ru need to disable fetching healthcheck info when diagnostics renders.
Healthcheck fetching for ydb_ru should be manual: when click on Healthcheck card, or when click on Refresh button in AutoRefreshControl.
