从0.26.10升级到0.26.20后 WebAPI响应时间变长，至少60秒 #235

比如调用StartIndex接口，绝大部分响应时间会在60秒左右，不是每次都出现，极少数毫秒级返回结果
0.26.10从没有出现过这种问题
