v3.1.3-ferricstore.1: ci: pass --repo hexpm so HEX_API_KEY env var is honored

rebar3_hex only merges HEX_API_KEY env var into config when
an explicit --repo flag is set. Without it, the env var is
ignored and publish fails with 'No write key found'.
