Test enviroment for multiple purposes on the Stellar and Soroban networks

Using yarn and node 18.18.2

For the stellar/soroban im using Soroswap Core mainly because i will be testing this smart contracts... For a clean docker image of the stellar network in Soroswap Core we are using the latest soroban_preview
