Summary: YBM ran into issues with the GCP pricing URL being invalid, this diff changes it to our internally maintained downloads.yugabyte.com URL and also ignores any errors while trying to query the pricing info. TODO: Maybe add a runtime config?

Create GCP provider
Change URL to invalid and make sure provider is still created (with no pricing info)
