Summary:
In case universe has thousands of tables and a lot of nodes, metrics federation may take more than 10 seconds.
We're allowing to increase federation scrape period to collect metrics with lower resolution for such systems for now,
until we implement proper fix to scrape directly from the DB nodes.

Test Plan:
Setup HA YBA.
Change runtime config value to 30 seconds.
Perform multiple promotions.
Make sure federation prom config is correct and has 30 seconds scrape interval.
Make sure metrics are federated properly.
