Summary:
Mac upgrade tests are slow in earlier builds of 2024.2.0.0. This was fixed in #24000.
This change bumps the build to b58 which has the fix.

Manually switched Pg15UpgradeTestBase to use kBuild_2024_2_0_0 and validated
Pg15UpgradeTest.CheckVersion test runtime drops from 171s to 97s
