Summary:
AlmaLinux 9 requires polkit package to enable linger without
sudo privileges. As we have moved enabling linger to the
configure stage, its done without the sudo user. Therefore
we need to install the polit package on Alma Linux 9 nodes.

Test Plan: Create a AlmaLinux 9 node in Azure
