Summary:
 - fix cmakelist to copy files every time
 - all tests now error out on first failure
   - this required a lot of fixing of various test files to cleanup cases that just test for
     failures. Commented out cases that are currently unsupported (eg WITH OID) and disabled error
     checking for some tests to verify proper ignoring of failed commands
