Summary:
This diff disables the following tests with connection manager with reasons given in test.

  # ThirdPartyExtensionPgStatMonitor
  # TestPgRegressPgStatStatements
  # TestPgRegressPgStat#testPgStat
  # TestPgRegressExtension#testPgRegressExtension

Above tests had already been disabled on 2024.2 branch. Therefore no need to back port this diff.
