Summary:
Prior to this diff, if we enable earlyoom and add a new node to existing universe,
it will have earlyoom installed and enabled which is incorrect behavior.

Test Plan:
1) create universe with disabled feature
2) add a node
3) verify node doesn't have earlyoom installed and enabled
