Summary:
Perf Advisor Service is resource intensive service, hence we need to always run it in a dedicated mode
With the below changes, we removed the property withPlatform
If Perf Advisor enabled property is true, we onky install PA service, postgres and promethues

Test Plan:
**Tested 3 scenarios**
Perf Advisor enabled false: Installs YBA with postgres and prom
Perf Advisor enabled true: Installed PA with postgres and prom
Perf Advisor property is not given at all in yba-ctl.yml - installs YBA with postgres and prom
Tested upgrade path as well
