Summary: Adding validations for restore files being less than 1 day old and for only allowing restore when there are no universes present. Both of these can be overridden through a runtime config though.

Test Plan:
Try restore with existing universe, verify only when runtime config it's possible.
Try restore with backup that is over a day old, verify only possible with runtime config.
