Summary:
Only import a resource if its not associated with any other universes that are still non-operator controlled.
This is to ensure that these resources can still be edited through the UI, like the other universes they are associated with.
The import of the last universe should migrate those final resources.

In addition, make sure resources are marked as operator owned after the import
