Fix issue for `testDbScopedSwitchover` where `uq_xcluster_pitr_pitr_uuid` unique constraint is not being able to be dropped for h2 database. Changed files to remove addition of `xcluster_pitr`  constraint for h2 specifically.

Test Plan: Make sure platform is able to run correctly (no checksum issues) + local provider tests pass.
