[BUG]3.11.9版本系统镜像删除时提示权限不足

问题描述/What happened:
操作过OFV格式系统镜像合并成主机镜像之后，再把主机镜像删除了，两个系统镜像删除时提示权限不足，如何操作才能删除两个系统镜像？

环境/Environment:

• OS (e.g. cat /etc/os-release):Debian12
• Kernel (e.g. uname -a):6.1.0-30-amd64
• Host: (e.g. dmidecode | egrep -i 'manufacturer|product' |sort -u)
• Service Version (e.g. kubectl exec -n onecloud $(kubectl get pods -n onecloud | grep climc | awk '{print $1}') -- climc version-list):
