v2.28.10: Tier 2 batch 3 + sync-about fix

Test mirrors at tests/scitex/{parallel,path,db}/ are kept — they're umbrella-level smoke tests that verify the external-pointer bridging end-to-end.

Bug fix

• ci(sync-about): fix unhashable type: 'dict' after #266 changed scitex dev ecosystem list --json shape (now extracts p['name'] from each dict).
