Configure org tracker auto-add for meta:org-tracked issues

Summary

Verify and, if needed, configure the z-shell — Org-wide Project v2 auto-add workflow so issues labelled meta:org-tracked are added to the tracker automatically.

Scope

• confirm the Project v2 workflow named for auto-add exists and uses the intended filter
• target filter: is:issue label:meta:org-tracked
• document the project number and workflow expectation in the meta-repo docs or runbook
• verify with a test issue or existing tracked issue

Context

The canonical label now exists as meta:org-tracked. GraphQL project inspection shows project 28 and expected fields, but the visible workflow list did not expose a clearly named label auto-add workflow through the CLI/API.

Implementation PR opened: #418.

Observed behavior: a temporary test issue (#417) with meta:org-tracked was not auto-added to Project 28 before the implementation, so the existing Project UI workflow was not sufficient from the live test. The PR adds a reusable workflow fallback, a starter workflow template, and a runbook documenting Project 28, the expected built-in filter, token requirements, and verification steps.
