lack of torch_scatter.py

hellow, core/utils/utils.py requires from torch_scatter import scatter_softmax, scatter_add and it dose not exist in the respository.

I faced this problem too, and used lots of time to install the torch-scatter, finally install success with the commad
pip install --no-index torch-scatter -f https://pytorch-geometric.com/whl/torch-1.6.0+cu101.html
