Send validationRequest to Swiss species data centers

Description

Based on the Swiss species data center list the validationRequest/Export needs to be sent to a specific e-mail address.

Accepted if

• e-mail holding the link to download the validationRequest-File is sent to the 'right' address
• addresses can be adjusted in ENV file

currently the addresses are hard coded like this:

I will extract them and store them in env vars, the websites I just leave there, I don't think they're going to change at all

can you maybe ask @micgerber for the server log for the time you tested? this must be something with the configured mail-service behind the deployment.

I actually can't remember, that you already configured an mail-service... we support this adapters:

just let us know which one your infrastructure supports, then I will give you the instructions for configuration.

To keep in mind after the email sending is solved
I just did a validation request with already sent records and it made ZIP files with 0 rows

• check if email sent with file of 0 rows

If yes, it might be important to add a step just before creating the file "if len(rows) == 0, drop" or something

yes we're aware of that but we can't avoid to create the file itself. but we do not inform centers if there were 0 records processed, like:

if validation_request.sent_for_validation_count > 0 do
  InfoSpecies.notify(...)
end

The mail service has not been configured yet. I'm working on it.
