Closes #113

Introduce the option to let the extension retrieve a working version of JDK in the instance no java exec has been found in the PATH or at JAVA_HOME.

An auto download is also triggered if the user installed version does not respect the minimum version required by JDTLS.

- Enable the user to opt-in to auto download a version of OpenJDK if a
working version is not found
