This is consistent with the Project Panel i.e. clicking on items toggles their expanded/collapsed state, clicking leaf nodes (files) opens them. However, there are issues worth considering:

Even more annoying is the fact that clicking on a leaf node, even one nested 2 levels deep will toggle the grandparent item's expanded/collapsed state. This behavior is present in: Zed 0.226.5 (0.226.5+stable) |

Body
What are you proposing?
Clicking on an item in the outline sidebar should not automatically change the expanded/collapsed state of the item.
Expanding or Collapsing an item should only happen when clicking on the disclosure triangle to the item's left.
Why does this matter?
Currently, moving to items in the outline panel via click is extremely annoying as any click causes open items to collapse, hiding all of their children. This requires a second click to re-expand the item.
This is counterintuitive and forces the user to perform extra clicks, making the outline panel less useful.
Are there any examples or context?
Not really worth a screen shot. Most other GUI tools do not change the expanded/collapsed state when an item in an outline is clicked.
Possible approach
It might be better to just switch over the behavior entirely, though a preference option would allow users that, for some reason, rely on the current behavior to keep their existing, non-standard workflow.
