Drag scrolling interrupted on a gutter hovering

Summary

When scrolling a window dragging scroll bar and the mouse pointer is over a gutter scroll stops

Steps to trigger the problem:

1. Open two views vertically split
2. Start scrolling the left one by dragging scroll bar with mouse
3. Not releasing the click button move mouse slightly right to make it hovering the gutter

Actual Behavior:
Scroll would stop until you place a mouse pointer any further to the right view next to the gutter

Expected Behavior:
Scroll doesn't stop if the mouse pointer is hovering over the gutter of the next view.
