Terminal reopens right after closing when recovering workspace layout

Summary

Terminal reopens closely after I close it.

Steps to trigger the problem:

1. Open terminal.
2. Close Zed.
3. Reopen Zed and quickly close terminal (couple seconds).

Actual Behavior:
Terminal will reopen

Expected Behavior:
Terminal shouldn't reopen

Zed Version and System Specs

Zed: v0.180.0 (Zed Nightly e14ebcf)
OS: Linux X11 arch unknown
Memory: 60.3 GiB
Architecture: x86_64
GPU: AMD Radeon RX 6750 XT (RADV NAVI22) || radv || Mesa 24.3.4-arch1.1

I am able to reproduce on macOS with Zed v0.186.x
