Use yyyy-mm-dd for release dates in the release notes

Summary

The release notes give release dates in mm/dd/yyyy format, which is confusing for everybody not in the US.

Steps to trigger the problem:

1. Wait for Zed to be updated.
2. View the release notes.

Actual Behaviour:

The release dates are in mm/dd/yyyy format, which is confusing to non-US users.

Expected Behaviour:

The release dates are in yyyy-mm-dd format, which is less confusing for the rest of the world without being substantially more confusing for US users (at least until somebody gets perverse enough to start using yyyy-dd-mm :)

My system is set to English (UK).

Seems totally reasonable. This is actually generated server side and embedded into a markdown document so we can't (easily) do locale based date formatting, but switching to YYYY-MM-DD is a no brainer.
