Permission popup doesn't show up in collapsed mode

• I have checked that this issue cannot be reproduced on Mozilla Firefox.
• I have checked that this issue can be reproduced once I removed all my Mods and Custom CSS.

What happened?

When a site requests for permission and sidebar is collapsed, the permission popup doesn't appear.

Expected behavior

Sidebar should un-collapse and permission popup should appear.

Actual behavior

Sidebar uncollapses, but permission popup doesn't appear.

Steps to reproduce

1. With zen compact mode, single sidebar mode, go to https://permission.site/
2. request for location permission

Sidebar opens, and shows the icon for permission request, but the permission popup itself doesn't appear.
If you keep the sidebar open by hovering on it, switch tab and switch back, the same permission popup appears automatically.

If you disable compact mode, and then request permission, it works as expected.
